Your problem has to do with the iOS system responsible for installing apps. We can't help you with that because we didn't create those processes/procedures. Contact Apple who is in the best position to help you with that.

Updated my iGigbook (my iPad is set to auto-update) to version 6.1. iGigbook will not boot up. The icon is dark, and says "waiting." My operating system is current---iOS 9.3.5. What gives, here??
