iGigBook Mobile is designed for the small screen of a phone and because of that doesn't have all of the features that are available in iGigBook.
Two different apps, so yes, if you want iGigBook Mobile for your phone you would have to purchase it.

My old iPad died on me. Can I download the app again on my new iPad or do I have to purchse it again?

If you log into your new iPad with your Apple ID, iGigBook will show up as a prior purchase. I have igig 8 on two iPads. It only downloads indexess on one of them. Should I not have it loaded on two devices? and if so how do I remove it from one of them? The one that will load indexes is not the device I use.

It's no clear what your issue is. We show to registrations for you, eagle.uwlax.edu and gmail.com addresses. Both of these user accounts have synced today.
