bought app.doesn't download. what now?

how can I restart/ troubleshoot / diagnose this process ? the app shows up in my purchased software, but no icon in my apps. cloud with down arrow displays after running overnight.

im at wits end as to what to do now

This is part of the Apple app store mechanism, something that the folks at Apple would be better equipped to help you with. I would try exiting all suspended apps and shutting down your iPad. After starting your iPad up, make sure that you have a solid internet connection.
